Remove unneeded comments and configure flags. Generalize man page
handling which fixes a bug where 'RlwrapFilter.3pm' wasn't getting
compressed. Bump BUILD because of this. Revert doc handling line to how
it is in all my other scripts.

Remove a bashism (pattern substitution in parameter expansion) and use
SRCNAM, instead. Remove unneeded comments. Tweak strip boilerplate.
Incoporate gzip in the sed of the man page and remove useless old-style
man page boilerplate. Make comments clearer. Fix a misaligned ruler in
the slack-desc.

Expand the previously terse README/slack-desc. Remove unneeded comments
and configure flags. Move the NLS setting to my usual settings location
so people who hand-edit don't have to look for magic settings. Make the
chmod boilerplate fit within 80 columns like all my other scripts. Use
'install-strip'. Fix old-style man page handling. Join a uselessly split
line.

I can't find the (original) source of what was 'callbacks.c.2.patch'
and it doesn't seem to be needed. The comments (not entirely mine)
were also confusing. Reacquired 2 patches (without useless whitespace)
from Debian and clearly commented them. (My patch is unchanged.)
Bump BUILD because of this.
Also update doinst.sh boilerplate. Allow VERSION to be passed to the
script. Remove unneeded comments and configure flags. Add missing piece
of the ARCH boilerplate.

Note in the README that the optional icu4c lib is available from SBo
(which it might not be, being optional). Move the NLS setting to the

Fix indentation. Move the sed before configuring, just as if it were a
patch. Remove useless strip and compress code and comment why. Make the
handbook handling better via an 'else' but also fix a bug where we were
in the wrong directory and copied the wrong COPYING/README files and
missed NEWS altogether. Now cd in a subshell and grab that COPYING as
COPYING.handbook. Bump BUILD because of this.

Move a code block that reduces package size to a better location which
allows using the unmodified chmod boilerplate as a bonus. Remove a
bashism of brace expansion which allows moving the separate mkdirs to a
better location as a bonus.

Perhaps this is a genuine bug in either our script or
upstream, but for now, there's effectively a hard dep
on lua, so we'll note it.
