Tweaks to bitmaps; build for wince by default

To support Catalan, add Makefile and bitmaps for three special tiles. The first of these, L-high-dot-L, requires Unicode to be properly drawn, but the current dict format doesn't support it so it'll be L-L for now. Bitmaps are still rough.
