This field used to make sense in our pre-git days, but
the Signed-Off-By: line serves the same purpose (and
even more) now, so APPROVED has been rejected.  ;-)

Rubber Band is a library and utility program that permits you to change 
the tempo and pitch of an audio recording independently of one another.

This requires vamp-plugin-sdk and ladspa_sdk.
