Robby Workman 48c22f9303 various: Kill lots of python3 dep mentions 
This is far from complete.
We still need to review and tweak anything with "PYTHON" in
the README, as many/most/all of those are telling the user
how to build with python3 support. We almost surely want to
enable that by default in all of those cases.

vcversioner (use version control tags to discover version numbers)

Write a setup.py with no version information specified, and vcversioner
will find a recent, properly-formatted VCS tag and extract a version
from it.
