This field used to make sense in our pre-git days, but
the Signed-Off-By: line serves the same purpose (and
even more) now, so APPROVED has been rejected.  ;-)

perl-uri-escape (URI::Escape) provides functions to percent-encode and
percent-decode URI strings as defined by RFC 3986. Percent-encoding
URI's is informally called "URI escaping".
