David Spencer f60e7ebdd5 perl/perl-CGI: Added (Common Gateway Interface for perl). 
This was removed from the perl-5.22 core, but is still needed by:
  network/nagiosgraph
  perl/perl-Test-MockModule
  perl/perl-http-server-simple
