README 

txtorcon is a Twisted-based asynchronous Tor control protocol
implementation. Includes unit-tests and examples, configuration
abstraction, endpoint support, easy Tor-launching.

Having Tor installed is not required for building.
The Tor installation does not have to be from SBo.
