This field used to make sense in our pre-git days, but
the Signed-Off-By: line serves the same purpose (and
even more) now, so APPROVED has been rejected.  ;-)

README 

Data encoding library currently providing Base16, Base32, Base32Hex,
Base64, Base64Url, Base85, Python string escaping, Quoted-Printable,
URL encoding, uuencode, xxencode, and yEncoding.

This requires ghc.

After uninstalling, run this command to unregister the package from
the ghc package database:   ghc-pkg recache
