This field used to make sense in our pre-git days, but
the Signed-Off-By: line serves the same purpose (and
even more) now, so APPROVED has been rejected.  ;-)

arpack (Fortran library for solving large scale eigenvalue problems)

ARPACK is a collection of Fortran77 subroutines designed to solve
large scale eigenvalue problems.

This requires blas and lapack libraries.

arpack is an optional dependency for the octave package.
