libraries/libofx: Added to 12.2 repository

LibOFX is a parser and an API designed to allow applications to very
easily support OFX command responses, usually provided by financial
institutions for statement downloads.
libraries/libofx: Fix building with gcc 4.7. This slipped through before because it only happens when libxml++ is present on the system. Signed-off-by: Heinz Wiesinger <pprkut@slackbuilds.org>
