chess.griffin 07c263c203 rework the whole process_queue and related functions; this patch attempts to properly handle certain items by the caller instead of in the called function; it also does away with the INSTALLPKGS and BUILDPKGS toggles; the logging is cleaned up and improved; and various other FIXMEs and tweaks are made along the way.
