5780aeef6f Add support for retrieving tags from GitLab repos 
Implement and document a new utility method for getting tags from
projects hosted on GitLab. This method supports GitLab.com as well as
projects hosted on independent servers.

5840d8dc29 Improve version check methods documentation 
Break up documentation of scraper version checking utility methods into
different sections based on purpose. Also add missing documentation for
