jez	0b178c17a7	Promoted LexicalHandler and DeclHandler to be full members of XMLReader, rather than properties set via the rather tortuous setProperty call. XMLFilter and XMLFilterImpl have been extended to provide support for Lexical~ and DeclHandler. DefaultHandler now provides default, do nothing, implementations of Lexical~ and DeclHandler.
